Very nice place to eat and drink. You can sit outside and enjoy the view of the Šiauliai pedestrian zone or go down and sit in a cozy bar environment. The food was very good and they also had a selection of Lithuanian craft beers worth checking. I recommend her chili soup, which is surprisingly spicy for European standards. If you need WiFi, I recommend going down as there are too many hotspots in the area that significantly reduce the quality of the connection.
